It's ok to do B.Sc (IT) if you have not been able to qualify for engineering. You can think of BA and MA also which give good opportunities for employment.

For CAT exam, you need to have a bachelor’s degree with at least 50%. If you belongs to ST, SC, 45% marks will be needed to be eligible for CAT.
But, you can give MAT exam.
