The Indian Institutes of Technology (IIT) do not offer B.Tech in Genetic Engineering. Instead, Biotechnology and Biochemical Engineering programmes are offered.
IIT, Madras conducts B.Tech and five-year dual-degree M.Tech programmes in Biotechnology.

Both BE and B.Tech are the same. They just differ in their names and the universities from which you get graduated.
You have a good cut-off score. These days mechatronics is not being offered in many colleges. If you want to pursue mechatronics, you can choose PSG-Coimbatore, Thiagarajar College of Engineering-Madurai, SRM University-Chennai, and SASTRA University. These are only better for mechatronics.
civil engineering should be studied only in a college where there will be best placements .or else you will it difficult for getting a good job.
but due to automation mechatronics is better to study than civil engineering

With your rank, it looks quite tough to get government college. Even good private college appears out of question in normal course. Your best bet is management quota of private engineering college.

The placements are quite good for MBA core .The highest package offered was Rs. 8.5 lacs per annum. The average package is Rs. 6 lacs per annum.
