LLB is a regular course and cannot be done via distance education in India. Only the Regular Course in india and some Foreign Law Degrees is approved by BCI making you eligible for Practice in Indian courts. Even there is no equivalent recognized degree in India.

If it is recognized/affiliated with any of the University or Directorate of Technical Education of any state then only it will be treated as equivalent to HSC other wise not.
