If you are doing Phd for jobs, better dont. I did my phd and since that i updated it on my resume. i have not received a single call for jobs. Well still if you wish to do that, search for a guide who himself have done phd. and you train will be on the track.

As you have not mentioned the the desired course name so its difficult to tell you the exact eligibility however let me tell you the general eligibility criteria :- For UG course 10+2, for PG course good bachelors degree in relevant subject is required also international students are required to give test like TOEFL, IELTS, GRE/ GMAT etc. Kindly let me know in which course you are interested so that i can help you with the exact details.

The preferable GRE score to maximize your chances of admission in this university should be 1400+. The higher you score, the better is your chance of admission. Considering your CGPA is just meeting the basic eligibility requirement, you must target a 1500+. That would really give you an edge over your fellow competitors.
