Hi Pawanpreet,
To become a Game Designer, you must get a good knowledge of 3D software as well as pre-production. Usually in Games the environment is created in 3DSMax and Character animations in Maya, only the models are made with less polygons and more textures.
So choose a program that Teaches you these software. It would not matter whether the program is called Game Design program or not. Rest, to become a Level Designer you must have a passion for game design. Also you must have passion for playing all kinds of games including:
1. Card Games
2. Dice Games.
3. Sports, etc.

The competition to get in would be tremendous. There are several good Private Institutes like:

2. MAAC as well.

you can join the course after your job timing but you need to keep following things in your mind:
1) time management
2) work management
3) work pressure management
4) practice of course
also see what timing will be suitable for you, how much and how you will give time to your vfx course.

Yes it is possible if you meet the eligibility criteria such as 50% aggregate marks from a recognized university on or before Aug/Sep 2016. These dates are tentative which will vary from college to college.
The entrance exam you need to write depends upon the college you wish to apply. Most of the colleges prefer CAT,MAT,XAT and CMAT score. So check the college website for which entrance exam they prefer for admission and plan according to it.

Character Animation is about the skill to make the character act through Animation. It's similar to the puppet show you may have seen many times.
Once you have learnt your program in Animation, enhance your skills by doing short film/ internet or update by learning through internet. You may do best learning while you are at work. There are lot of online learning options. Do explore them. I would suggest an Internship to hone your skills in character animation or character modelling.
