To become a Game Designer, you must get a good knowledge of 3D software as well as pre-production. Usually in Games the environment is created in 3DSMax and Character animations in Maya, only the models are made with less polygons and more textures.
So choose a program that Teaches you these software. It would not matter whether the program is called Game Design program or not. Rest, to become a Level Designer you must have a passion for game design. Also you must have passion for playing all kinds of games including:
1. Card Games
2. Dice Games.
3. Sports, etc.
The 3rd option is Game Design, where you design the game itself, i.e. what happens on each level, and how things go about as well as the base story of the game. It is a stage that you reach due to your vast knowledge and passion and even exceptional technical skills cannot help you reach. This is usually the story designer. May I ask, have you ever designed a game? Finally, to do game programming you would require knowledge of programming in which usually a BCA / MCA would help.

The competition to get in would be tremendous. There are several good Private Institutes like:

2. MAAC as well.
You could do well to create a list of places you may want to learn at, whether they are in your city or not. Then go to their websites and research about them, and even call them and talk to them. Try their website for more details.
Typically go for a school which offers all the information including faculty on their website. Now shortlist some you want to visit. Do not hesitate to travel, this is about your life and career. After visiting those take a decision for yourself.

Character Animation is about the skill to make the character act through Animation. It's similar to the puppet show you may have seen many times.
Once you have learnt your program in Animation, enhance your skills by doing short film/ internet or update by learning through internet. You may do best learning while you are at work. There are lot of online learning options. Do explore them. I would suggest an Internship to hone your skills in character animation or character modelling.
While choosing any Institute ensure that you are taught by Experienced and proficient Mentors. Also ensure:
1. Adequate Infrastructure.
2. Industry Interface.
3. Validate Placement Track Record of Alumni's.
Animation is an art form and a very demanding career. It has ample opportunities for the creatively talented people. Opportunities lie in:
1. Animation Design.
2. Game Design.
3. Graphics.

6. Texturing and Lighting.
