IELTS can be submitted later on if not already written.

But , to be on the safe side as soon as the admission process begins, i suggest you to enroll in graduation in a college which is okay kind of one, attend some classes and practicals.Give the exam in languages and practicals. That will help you in case things go wrong the second time too( Though i hope and pray that it shouldn't)
