Trust me, the best option is Chandigarh University. Firstly, let me tell you that CU doesn't offer B.Tech. It offers B.E. which is way better. Belonging to a middle-class family is not an issue at all. If your ambition is upper-class then nothing can stop you to achieve it.
There is a provision of getting a scholarship. Actually, there are many scholarships for particular subjects but nothing is there for mass communication and videography.
