1. MCA is not offered abroad. You need to go for MS in Computer Science. For the same, minimum criteria is 15/16 years of education and you should have a degree in a relevant discipline.
2. Scholarships are awarded on various criteria. The norms vary for different universities and programs.
Generally they are as followed:-
Merit scholarships: On the basis of overall academic achievement.
Need-Based Scholarships: Designed to fund the less-fortunate students in their academic pursuits.
Athletic Scholarships: Given to star athletes by some universities to recruit them for the athletic teams.
School-Based Individual Scholarships: Specific scholarships relevant to the university.
Full/Partial Scholarship : Most times students are given partial scholarships which normally cover simply living, simply books, or part of the tuition fees.

O' level course of DOEACC Scheme is equivalent to a Foundation Level Course in Computer Applications. Students can acquire this qualification by undergoing this course and passing the examination conducted by the DOEACC Society.
The Ministry of Human Resource Development, Govt. of India has recognized DOEACC level examination conducted by the Computer Society of India (CSI) under the Department of Electronics Accreditation of Computer Courses (DOEACC) Scheme for the purpose of employment to posts and services under the Central Government

I really appreciate your confidence in getting scores of GRE and TOEFL. If you maintain your graduation percentage above 80% and get the expected scores as given by you, then your admission in top university is guaranteed. Now few tips:-
1. Ready yourself for spring 2015 as they require all transcripts with admission form. Since , your 8th sem marksheet will be available only in Jun 2014, there is no way you can make it for fall 2014 as admission form need to be submitted 3-4 before actual date of admission.
2. You don't need top 50, target Stanford, MIT, University of California, Berkeley and University of Alabama. I am naming USA universities because that are the best.
3. Tuition Fees is between $25,000 to $35,000 per year depending upon whether state university or private university. Scholarship covering part tuition fees can be applied for only after the admission and after paying the first installment of fees. Every university offers many types of scholarships which are mostly merit based and few. You will be allowed to work but not more than 15 hours per week @ $15 per hour.
4. All top universities of USA are industry linked and carry out projects & consultancy work on regular basis. Your MS dissertation has to be in association with some industry.
