Hello, PGDM has a better scope wwhen compared to MBA. Both the courses are internationally accredited for placements. In PGDM you will have lots of hands-on experiences and you will join few days before the MBA students. In accordance to placements both MBA and PGDM are similar and they are equally eligible.

It will be starting March 2017, till then, you can take the last five years' papers (there's eight, as of 2015; take all if you can), with highest importance to the latest paper, and least to the oldest. The latest will help you gauge the trend, and the rest four will show you how it - the types of questions, the framing, the difficulty - has varied over the years.

You can opt for MS IT. German universities are competitive, so you should check if they will accept IGNOU degree or not. You must have high scores to get admission and you may be required to take GRE. IELTS will also be required with German language.

You can go for a demo class in the coaching centers shortlisted by you and choose accordingly. In terms of test series, my personal opinion would be IMS. Usually, courses are for 1 year.
