Please ask him to fill the GRE application form to get admission in Masters programme in the USA. After passing this exam, you have to show your account balance and passport and fulfil all the eligibility conditions then only he can get admission in an American college.

The clear answer is no. A distance BTech degree is not valid in India anymore. It is not approved by the All India Council for Technical Education (AICTE) and UGC because of a variety of reasons. One important reason is zero practical exposure. Technical programs like BTech are meant for the professional world which demands technical expertise and advanced skills which is not possible in the distance mode. Secondly, there is no lab assistance possible in BTech courses in the correspondence mode, making it less valuable than regular face-to-face BTech programs.

Eligibility for M.Sc in chemistry is under graduation in B.Sc with chemistry as one of the subjects, and maths as one of the subjects at 10+2 level. The minimum cut-off at undergrad level is 55% for general category and 50% for the reserved category. Candidates would become eligible for admission in the IITs after clearing the IIT JAM.

It totally depends upon your own interest and capability. As you have done B.Sc in chemistry, you can opt for specialisations such as pharmaceutical management or marketing management in MBA. It will give you more scope.

There are a lot of entrance exams for those who are going abroad.The exams are:
1. GRE
2. IELTS
After satisfying the eligibility criteria you have to show bank balance then only you are eligible.
Along with the bank balance, you must have a passport.
Instead of abroad, India also has good universities for M.Tech.
