99 % of the universities in the UK seek atleast 50% marks ( mostly 60%) for entry into their post graduation porgram. Since you have completed the course in 1999, you should be having valuable work experience . You will have to individually check with the university of your choice, whether they would accept work experience (if it is relevant to the choice of course) at the time of application. My understanding is that there may be some universities who may accept your application, but it entirely depends on them. The common requirement would be an IELTS score of 6.5 / 7.0 to proove your english language capabilities.
