PhD is a higher education as compared to M.tech, to be eligible to pursue doctorate/PhD, it is important to attain a Masters degree from a good and recognized institution/ University.
It is not possible to pursue the two programs at the same time. You will first require to complete M.Tech and then go for PhD.
