Yes. You can give MHTCET exam. But the chances of getting top colleges is very less as seats are reserved for the Maharashtra candidates. I would advice you to score well in JEE Mains. You can take admission in Maharashtra colleges using you JEE marks through all India quota seats. Try to score 150+ in JEE. You can land into the best colleges. Good luck. Upvote if it helps.

For getting into ISRO, you should first get a degree in aeronautical engineering or space engineering. This degree is given by Indian Institute of Space Science and Technology (IIST). They give admission either on their entrance exam or IIT rank.

This exam is conducted for the entrance of St. Xavier's College Mumbai. So, get prepared for the examination. Qualify it and then take admission in this college.
