To do your Masters you need to have a graduation degree. So if you have a backlog, you can do your Masters only once your backlog is cleared. However, there are Institutes which accept you as you student with an undertaking that if you are not able to clear your back log with a time period,(which is decided by the institute and can vary from Institute to Institute), your admission would be cancelled and fee would be forfieted there after.
