Yes, you can. You must meet admission requirements before applying. Every country and university have their own admission standards. You must tests like IELTS or TOEFL for English language requirement. Other tests like SAT or ACT must be taken if you plan to study in the USA. Firstly you decide where to study. After Mechanical engineering you can look for M.Tech from IITs. Many PSUs recruit based on the GATE scores. You can also attempt for MS through GRE/GMAT.
