Tarun you must enhance your qualification in the field in which you can score better. Or get some vocational training in some field of your interest. It could be in automobiles or refrigeration or electrical if you are a technical hand. You can also do MBA through distance education simultaneous to your vocational training. With the IT procurement Department, I could understand is the department which is responsible for the acquisition of goods and services and not just limited to this but more like purchasing of materials, vendor payments etc.
Well considering your work experience I would suggest you to go for Masters like a MBA in a stream of your preference although the most obvious ones remaining Logistics or Material management or you can also take up SAP training from a reputed training institute liek SIEMENS, Genovate etc in the Material management module.

In order to apply for the Master of computing program frm NUS you need to show a good honours bachelors degree in computing, however you need to show the xerox copy of all the credentials, so dont wory if your original certificate is missing that dose not mean you cannot take admission you may apply for the admission kindly refer this link for more details:- http://www.comp.nus.edu.sg/graduates/m_admission.html#admission

Yes you can go for Post Graduation in forestry. There is no problem for the same as you have to do an entrance exam for the same.

As for what i would know in these regards, to pursue a Masters in Home Science often offered as a M.Sc degree, it is equally important to have studied Home Science at graduate level as well and if the course to pursue is M.Sc then having a minimum of a B.Sc degree in Home Science is necessary. Yes that is true that there will be approximately 5-8 students in one classroom who will be taught by one faculty at a time but will be provided different PC during practice and will be allowed to do their work on own.
