Dear Hemant,
Kazan State Medical University is a good university in Russia. Be it India, Russia or any other country, if you choose a good university, you will get good education. All medical universities or academies in Russia are government funded.
There are few others as well like:

2. Volgograd.
3. Bashkir, etc. which can be considered.
You can apply with MCI before leaving the country.

To pursue MBBS in India is always more convenient in terms of education and economically. This degree is valid to be practiced in foreign countries later on, though for that you have to clear some tests.
All the best.

You can but I don't feel it to be a wise decision because B.Pharma is a professional degree grasping in 4 years of your life. If you do M.Sc. then your pharma degree will hold the same place as B.Sc. Chemistry degree will hold. So it is better to go for M.Pharma and then Ph.D.
However, it's just an advice; the final call is yours.
All the best.
