You can apply for Thapar Institute of Engineering & Technology, it is one of the best choices I believe if you are passionate about engineering. It has a legacy of 60+ incredible years and let me tell you it is approximately as old as IIT. Their placements have been impressive for over a period of time and in addition to that they have tie-ups with institutes like Trinity College Dublin, which offers an international degree.

Admissions are highly competitive in Germany. Very high academic grades (above 75%), excellent projects, publications, LOR, SOP, certifications, etc. are required. Most MS programmes are now taught in English so knowing German language is optional but recommended. You should check DAAD website for university specific admission information.

This is extremely sad to know about your loss of registration card. But since, the question is of getting back, be it duplicate or new one, it is just about in class 11th. Yes, you should have saved your important card properly but now all that is left for you is to confront the situation now. Ask your class teacher or any helpful faculty whom you think will solve your problem. Yes, you will be objected for being careless, you even might be scolded but you want your card.
