Not every country requires 16 years of study. If you are applying to US and Canada, then majority of the universities require 16 year education.
You can fulfil the requirement by completing a one year PG Diploma course or the first year of an MS Degree.

Sorry. There are no options. CET Trivandrum is a government college and admissions to all government colleges are through allotments based on Kerala entrance score. Also, any engineering college in Kerala mandates a min score from Kerala entrance exam.

A design college like NIFT, Pearl Academy, NID, etc. should be the priority and focus for admission. If you're not able to secure admission in one of these, then you can keep the universities as a backup plan.

The word 'good' varies from people to people. But I'll give you a general answer. If you're thinking about old Iims (A, B, C and L), you have to score about 98 percentile with a good background. For the colleges just below old Iims (SP Jain, MDI, etc. ), you have to score above 95 percentile. Background matters as well. For the new Iims, above 90 percentile is necessary.
