Not every country requires 16 years of study. If you are applying to US and Canada, then majority of the universities require 16 year education.
You can fulfil the requirement by completing a one year PG Diploma course or the first year of an MS Degree.

It is good that you want to go for technical education. You can get admission in Diploma after class 10th, there are number of polytechnic institutions in India who are providing admission on the basis of merit. A design college like NIFT, Pearl Academy, NID, etc. should be the priority and focus for admission. If you're not able to secure admission in one of these, then you can keep the universities as a backup plan.
