If you are planning to take admission Through TANCET, the college you will get will depend on your cutoff marks so suggesting you colleges without any score would be difficult. However, few of the Institutes accepting TANCET score are:

Hi,
UK and US are the best study destination to pursue undergraduate course in engineering, the degree offered by universities in this country are world wide acclaimed and acknowledged.
The education medium in most of the universities in Russia is Russian and not English, besides this the degree from Russian university does not hold a good value in India, so it will not be advisable to pursue undergraduate engineering course from Russia.
You should simply do not think of pursuing studies abroad, just for the sake of going abroad, proper research should be done to select the best universities and country which best suits your profile.

Germany is one the best study destination to pursue MS in engineering and related fields.Every year many students from different countries apply to pursue MS in Germany, in all the German universities the International Programs are taught in English.
So you please do not worry mode of education in German universities for international students is English.
Since Germany is non English speaking country, it is always advisable to students to pursue some basic level German language course, so that you do not face any problem in day to day activities.
