Every college abroad requires international students to submit IELTS or TOEFL scores. Without a language requirement score, you will not be considered for admissions. Some universities may waive off your IELTS or TOEFL requirement, if you have a good profile but it will depend on the university.
If you are not confident of taking the test, how can you survive the English speaking environment abroad? I will strongly advise you to take the tests.
