Hi Dinakar, to pursue MBA at Universities in Singapore you need work experience of at least 3 yrs and a GMAT of 600+. You have good marks in UG, maintain these. If you would like you can go to some college. Regarding scholarships, you can apply after you get the offer. The university itself may offer you some bursary.
But if you are keen on going to Universities only then you try in UK and get a few universities that offer MBA to freshers. Web Designing is really creative field.You can go for short term course after engg. and then you are ready for Profession.
Now the main thing web designing is just not enough for engineers. You can (and should) extend it by entering into web development.

BOTH the courses are different at all.you can do it but from carrier point of view,it will
be wrong step for you.it's better to take B.TECH IN COMPUTER ENGG. OR IT'S related fields. choosing B.TECH( CIVIL ENGG. ) after Dip. in computer Engg., in this case you have to choose 'only one' job profile either COMPUTER ENGG. or CIVIL ENGG.
