You have to be a graduate in any discipline from a UGC recognised University in order to be eligible for IAS exam. The IAS exam is conducted by UPSC and is the most competitive exam in our country. Yes, you can study LL.B. Through distance education but that would be just a degree which would have no practical usage as such because the Bar Council does't recognize it and thus you won't be able to take up the AIBE. And you won't be able to be a practicing lawyer.
