It's nice to see your query. Before I answer your query, here is some information that you should know. Even though percentile is of vital importance, it's the ranking released by NTA at the end of different sessions that matter most. NTA will announce ranking after the end of session of exam this year. In this, they will combine percentiles of both sessions with for those who appeared in both, best of two will be selected. Then ranking is released.
Last year students with ranking about 8000 got admission. I am attaching a link to help you understand.

Central universities offer admission to the BA Psychology course on the basis of the CUET. Also there are NRI quota admission seats in the colleges such as St. Xavier's College Mumbai. So you can apply through management quota or NRI quota,you can get the direct admission.

First of all, don't loose hope. If you are in class 12, then forget all the things, just focus on your board exam. Do good in your board. Because at least 75 % is mandatory to get admission in NIT, IIT, iiit and some other prestigious institute of india. Otherwise, With 60 percentile you broadly have two options:
You can easily get admission in private engineering colleges. You can still try again. You get 6 attempts to clear JEE Mains over a period of 3 years.
