I would say both the courses B.Tech and Mass Comm. are totally different but I would suggest you to pursue mass comm. through correspondence and once you are done with your B.Tech and also done your Mass Comm. in correspondence then you can pursue your masters in Mass Comm. through regular.

Articleship is the very important part of you CA and you can not obtain a CA certification till the time you have completed your articleship along with all the three levels of CA. As the Fee structure keeps on changing every year it would no be possible to give you the exact Fee structure of CA, however, approximately it would cost you somewhere around Rs. 50,000 to 60,000.

It would not be possible to continue your studies from 2nd year. You would need to restart the degree procedure all over again and pursue a degree from 1st year. There is no other option. Be it a regular degree, a correspondence degree or a distance learning degree, you would need to start from scratch.
