MA is the world standard for PG Degree in Mass Communication. MS and not MSc is offered in some universities to students who pursue Master's through research.
To answer your other question, yes Hyderabad University is theoretically strong but they have bifurcated theory and practice. Many would call it counterproductive because theory and practice are symbiotic. I could be wrong but often one hears from their own students that they are not trained for mainstream media and they have to seek research pastures abroad which is academically great for the institute but what about the student? On the other hand, Osmania University students

I think you shall go for mechanical branch. Its a branch of high demand today therefore it will be better if you go for that branch itself. As you are looking forward for civil services you should be more specific and systematic in your studies and should be well updated with the current happenings.

I've seen many people confuse while choosing a PG management program i.e MBA or PGDM for themselves. If we see in broader prospective there is almost no difference between PGDM & MBA but if we look at the basics, PGDM is a diploma awarded by autonomous institutions like IIM whereas mbais a degree program which is offered by an University or a college affiliated to a UGC recognized university in India.
If you wish to join a job after doing any of these program then you'll not face issue but if you wish to join a PHd program than i'll recommend you to go with MBA.
