Hi Kapil,
40 is too low a score in JEE Mains to secure a seat in a government reputed college. It'll be a little difficult to say anythnig about VIT because last year around 4,720 students were offered admissions at VIT University ,Vellore and Chennai.
Out of this number, 3600 seats were offered to students at VIT Vellore and the remaining 1,120 at VIT Chennai but only the first 20,000 rank holders are called for counselling.
All major branches like CS, EC, EE are likely to close at 9,000 in main campus and 15,000 in chennai campus.

Usually migration is permitted on a case to case basis within the university itself in the second year. However, migration across institutes after the second year will not be permitted. However, do check with your current college on the guidelines.
