As rightly mentioned by Gomti, to pursue M.tech you are eligible but with the stream that you are keen to pursue, getting admission seems quite difficult.
To pursue M.tech in IT, the minimum education requirement is a B.tech in IT or a relevant course in IT, hence making it difficult for you as the minimum education requirement cannot be fulfilled as you belong to Mathematics field.

Yes you are eligible. Your IELTS score might just be a problem considering you do not have 6 band score in each section. The colleges may ask you to retake the IELTS. Apart from that, you are definitely eligible.
