for appearing in ias exam age limit is between 21 - 30 years. you have just 4 chances to appear in exam. an ias officer retires at the age of 60 however sometimes extension in given in service period.

It's almost impossible to get a scholarship with 58% in UG. There is only 1 hope, you will have to score 1500+ in the GRE. Any score less than that will blow out your chances of getting a scholarship completely.
