You must find Universities accepting three years Bachelor degree. Most universities in Canada require a four year Bachelor degree. Secondly, admission requirements may vary with Universities. On the basis of your academic grades you may look for SPP colleges. However, you will find limited options for PG diploma. Research on some colleges and Universities to understand the admission requirements and even write to the Universities.

Your degree from BSEB will be recognized, universities abroad are aware of various SEBs of India. Your eligibility will depend on the admission requirements of the university and your profile.
