Yes, he or she can apply for UPSC exam, but degree must be from valid and recognized university.
But, according to me, you should think of a professional degree, if you not able to crack UPSC.

I appreciate you firstly & yes, you can do B.Tech in any branch through distance mode education. For that, you will have to fill form any particular university provide distance B.Tech courses. Some universities are Karnataka Open State University, Jaipur University, etc.

There are even sub-categories among the various b-grade schools abroad and not every b-grade school is so bad at all. The drawback may be and is usually in terms of employability. Employers may not give you the preference. These universities also won't be having a good number of company tie-ups compared to a-grade universities, this will limit you to developing your network. So in terms of ROI, it can be risk. However, if you want to go abroad just for the sake and earn a degree you can do so.

because 300+ marks are usually considered for admission in B.Arch for NITs.
Your OBC quota won't help you to get into any of the NITs
