Although, there are not many Institutes providing Part time Programme in Engineering, but you can check with Sardar Patel College of Engineering in Mumbai & Cusrow Wadia Institute of Technology in Pune. Few of the other popular universities which you may check are: IGNOU, Annamalai University, Acharya Nagarjuna etc.
However, it would be advisable would be that you should opt for full time Engineering programme as the kind of practical exposure required in engineering programme is only possible through a full time programme.

Coming from Arts stream does provides limited stream but with unlimited scope. One can think of pursuing in the fields like Journalism/ Mass communication, Historic and Archaeology, Psychology (provided you had the relevant subjects for being eligible).
