Hi Bhavya,
As you are already pursuing B.Com Hons in Banking and Finance, I really do not see any requirement to load yourself with another course in the similar study domain as this may burden you and result in lack of concentration or so.
Yet there are a few short term / certificate/ diploma courses and if you are able to manage the same along with B.Com then you may refer to the following link for the institute details:

Kirti, Any Life Science Degree would require an Candidate with Physics, Chemistry with Life Science (Botany & Zoology/ Biology) in their Higher Secondary Course and Biotech is not an exemption.

Abhishek, Ranking is favourable for BE, but not B.Arch/ B.Plan as colleges offering such programs are less in nos. (PAN India). BE (C.S.E.) is offered in almost all the engineering colleges.

UPSC prelims for this year 2011 are already over. The next prelimes would be in the summers of year 2012 for which the notification would most likely appear in Employment Newspaper in Feb 2012. You may apply then. Till then you need to focus on your studies and may join a coaching institute for 4 to 5 months course. Reputed coaching institutes are available in Delhi such as Rau's coaching institute. The UPSC exam centre are only in the capitals of the states.
