Hi,
I don't think it's a good idea for you to apply to this college for the diploma as this college is neither ranked nationally in Canada nor globally. Also, the college does not have a strong brand name in India which would be a disadvantage in your profile as not many people here know about this college. If you want to study abroad, why don't you apply for a masters degree in international management from good universities?

IAS is one of the most prestigious services under the government of India, which undertakes all the administrative functions that are required to be carried out in the State/ Central Government.
Theer are many subjects that one can opt from and depending on your education qualification, going for subjects like Physics, Mathematics or Electrical engineering seems to be the best options available. Yes, IIM Bangalore does offer HR as a specialization. As far as the Fee structure is concerned as it keeps on changing it would be difficult to give you the exact Fee Structure. However, approximately it would range somewhere between 6-10 lakhs.

It all depends on you. Having work experience in your profile will only add more value to your profile. However, once you get into the working mode, it would be difficult for you to drift yourself back to the study mode and there would be chances that you studies would get affected once you start working. It all depends on your. Both the directions are right. There is no harm if you apply without experience, and there is no harm if you apply with work experience.
