As per my understanding if the information offered under the RTI do not surface on the grounds for refusal to supply information, and yet are proved to be false.
The penalty lies in the case of 'Where any competent authority, without any reasonable cause fails to supply information sought for within given time frame or furnishes information which is false', then there is a penalty.
