INZ will not consider your visa application as a positive profile application, if your IELTS score is less than 5.5 & you must submit the best possible visa application to seek a positive response from INZ. So I would recommend that you re-appear in IELTS & target at least 5.5 bands. Some institutes/colleges may accept you at 4.5 score but INZ will still not consider your application under positive profile.

As different B-Schools have different fee structure it would not be possible to give you the exact information of the fee structure. However, the fee for an MBA programme starts from 5 lacs and goes upto 15 lacs. If you want to know the Fee structure of any specific institute then I would suggest you to directly get in touch wit the institute as the fee structure keeps on changing every year.
