You can pursue your PGD. Backlogs shouldn't be too much of an worry if you have a good personal statement, letters of reference from your professors and if you meet every admission requirement of the college.

I would suggest you to go for a private University. If you are getting main MDU campus, then you can think about it otherwise don't choose it. Go for other state universities or some private one. I have done my B.Tech from MDU.
