Hi Bhupesh, GRE is very much acceptable in Germany. In fact, German Unviersities require a student to have GRE scores when applying for admission.
There are 2 intakes in a yearSep/Oct and MArch/April. The application and admission process takes about 9 months so youneed to plan accordingly. Thedeadline for Sep/Oct intake is in Jan and for March /Aprilintake is in July. Hence, youwill need to make an early application.The entire process of admission and visa takes about 9 months, so plan accordingly.

MCA Entrance Examination would vary from University to University. IIT JAM is not acceptable for other Universities, it is only for IITs.

Although, advisable is that you should go for a full time program as M.Tech is a technology driven program which would require a lot of practical exposure. However, few of the Institutes which you can check fro Part Time M.Tech programs are:
IIT Kanpur
IIT Delhi
Anna University
ITM University
JNTU
Guru Nanak Dev Engineering College
For more specific information about computer science field I would suggest you to check with the Institutes personally and as far as fee structure is concerned government Universities like Anna University will have relatively low fee.
