As long as the university is same, you can change the colleges, there's no problem in it. A lot of students do that for various reasons.

NIT Surathkal, Trichy and Warangal are among the top for EEE branch on the basis of cut-offs.

You can get any IIT college but it all depends on the branch you want. If you want CSE, then you can get IIT Tirupati, IIT Palakkad, IIT Goa, IIT Dharwad, IIT Bhilai, IIT Jammu, etc. So, it all depends on which branch you want. All IIT colleges are good and better than many other colleges.

While for home state aspirant it is from 1746 to 5567. For OBC other state it has 446 to 611 while for home state it is from 2349 to 6033. So most probably you are eligible for architecture programme in NIT, Hamirpur. All The Best.
