IITs accept only admission based on JEE Advanced Score. I think you're confused between IITs and IIITs. IIITs take admission if you get good rank in JEE Mains where they do not care about JEE Advanced. IITs are different from IIITs.

No, it is not true. Outsiders can also get admission in this college. Although the students of Gujarat get reservations, but outsiders are also allowed to take admission in non-reserved seats.
