Hello,
To qualify the UGC NET Exam, you must qualify the NET Cutoff marks. There are more than 80 subjects in UGC NET and each one of them has their own cutoff marks. As you know the UGC NET Exam is conducted in two phases- Paper 1 and Paper 2
Paper 1 is conducted in the Aptitude and Reasoning Section while Paper 2 is conducted in the Subject you have completed Masters programme. If we talk about UGC NET Paper1 -https://scoop.eduncle.com/ugc-net-general-paper-research-and-teaching-aptitude than you need atleast 40 % marks to qualify in NET Paper 1

As of the report by CBSE -NIOS candidates are ineligible for NEET-2018. Now the point is JIPMER has started that the student must be from a recognised 10+2/HS or eqv. Exam board. But CBSE governs all the exam and the decision of the Central Board is a final one and you could even are that ISC has a * in their pattern from the year 2018. So, the candidate can once try to go for JIPMER registrations but will be denied from the majority of these competitive exams as because it is the decision made by the CBSE board.

Yes, you certainly can reappear for 12th Class exams. Or you could pursue a Diploma on the basis of 10th class. Pursuing a Diploma will be easier than 12th and it is also considered equivalent to 12th. But I would suggest passing the 12th in the failed exam. Diploma is 3 years long and 12th can be completed in a year. But see what you can manage and then decide accordingly.
