Hi,
IELTS and TOEFL are the exams which need to be taken by all the international students whose first or native language is not English.So the student can take either TOEFL or IELTS.
Both IELTS and TOEFL has 4 section namely:
*Reading
*Writing
*Speaking
*Listening
TOEFL (Test of English as Foreign Language) is of 120 marks, and all the good universities requires 80-90 plus score.
IELTS (International English Language Testing System) is of 9 bands, and all the good universities requires 6.5-7 bands plus score.

In order to pursue MS in US you need to fulfill the below mentioned eligibility criteria:
Relevant undergraduate degree from recognized university, in 10+2+4 years of education pattern.
Good academic record throughout preferably 60% plus in graduation.
GRE score of 1100- 1200 plus.
TOEFL score of 80-90 plus.

Germany is a country known for its technical advancements and pursuing a Masters degree in Computer science will surely be beneficial for you.
Now as you have mentioned free education, I would like to say that education in Germany is govt. funded so you have to give a very minimal fee.

As you have completed your 12th with commerce stream, it is not possible for you to get admission in B.tech or BE, the teaching pedagogy and course structure for both these stream are different from one other.
It would be advisable for you to opt for the subjects or course which best complement and articulate to your previous course of study.
