As very rightly suggested by Suryap, an EMBA programme through a full time institute like IIMs or XLRI would be a right choice, and you need to have 5 or more years of experience, currently employed or not employed is not the criteria, so even if you are currently unemployed on the basis of your previous years experience you definitely can apply for EMBA programmes.

Although, you can go for an Institute recognized by State government, but advisable would be that your degree should be UGC or AICTE recognized as these are the educational bodies which are known not only at National but international level as well.
