There is no set timetable which you can follow to prepare for your Civil Service Examination. As Civil Service is a really tough examination the only way to get success is your hard work and time management. Although, advisable would be that as civil service being a tough Examination you should join a coaching institute, but in case you plan for self study; to prepare for Civil Service Examination you need to keep yourself updated on current affairs (read News papers, watch news channels) & work on your language skills (read novels). You should also work on your own core subjects as you need to opt for an optional subject which can be from your own stream. Last but not least you should gain the other Subject knowledge as well which will help you in your General studies Examination.

Almost all the Graduate courses in India starts in the month of June-July so, it would difficult to find Colleges starting session in the months you have mentioned, however, you can try with Private Institutes like JIMS & amity etc. as they have a second session.

US and UK are among the best study destination to pursue undergraduate course.Both of these countries have some of the best universities in the world, the degree from universities in these countries are world wide acclaimed and acknowledged.
In order to pursue undergraduate course fro US and UK, you need to have:
12 years of education with good academic record, preferably 60% plus in 12th.
Relevant 12th degree form recognized education board.
TOEFL score of 80-90 plus or IELTS score of 6-7 bands plus.
SAT score of 1600-1700 plus.
SAT score is required by universities in US only.
Universities in UK and US have 2 admission intakes in a year namely:
Fall(August) intake.
Spring(January) intake.
An average tuition fee of a US university is about US$ 30,000 per-year and average fees at UK universities is around 15,000 pounds per-year, the tuition fee and living expenses might be more or less depending on the university and location.

Although, you can go for an Institute recognized by State government, but advisable would be that your degree should be UGC or AICTE recognized as these are the educational bodies which are known not only at National but international level as well.
I would also like to add here that if possible you should opt for full time MBA programme rather than Distance MBA as it not only gives you practical exposure but also have a good market value as well.

An EMBA programme through a full time institute like IIMs or XLRI would be a right choice, and you need to have 5 or more years of experience, currently employed or not employed is not the criteria, so even if you are currently unemployed on the basis of your previous years experience you definitely can apply for EMBA programmes.
If you don't want to go for EMBA programme start looking for some certifications in your field of Expertise say, SAP certification or Six Sigma etc, this would give a career boost.
