Hi Yashdeep,
As Shiksha is an Education portal which believes in giving unbiased guidance it would be unfair on my part to give personal opinion about particular Institutes.
However, both are decent & well recognized Institutes but if we look for Engineering programmes Punjab University has a better standing.

Although, there are several good Engineering colleges in Pune it would be difficult to give a concrete list of colleges providing Chemical Engineering programme. However, few of the colleges which you may check are:

various universities in India conduct MCA in distance mode. you just fill the admission form with Fee you admission isdone at that university. some are IGNOU, ANNMALAI UNIVERSITY, MADURAI KAMRAJ UNIVERSITY, PUNJAB TECHNICAL UNIVERSITY, MD ROHTAK, NALANDA OPEN UNIVERSITY, etc.

Hi,
There is many state or private institutes who take Diploma holder for their Engineering Programmes. Few of the Institutes which you may check with are: IP University, Delhi University, JNU, and Thapar University etc.
Few of the other Universities which accept Lateral Entry students are Amrita Institute, Aligarh Muslim University, Manipal Institute of Technology, Universities in Karnataka accepting admission through COMEDK and several Universities in Haryana which you can Target.
Even you can check with IITs but to get a lateral entry in any of the Engineering colleges you have to appear for an Entrance (State level or Institute level)

Do the certification from NCFM if you want career in Finance and banking.
do certification from Indian institute of Insurance if want career in Insurance sector.
SAP certification in HRor FICO gives you a lot advantage, but the certification is too costly

if u can sacrifice everything and are ready to clear cat xat then i would say that go for it as without cat xat or the other prestigeous exam u wont be able to get admission in a good college. and be possitive, no need to depress for this years failure, it happens with many every year and they wait for 1 year. best of luck for what ever decision u take. also u can convert this 1 year break as experience, if u wish u can work and this 1 year will be counted as experience which adds on the value while facing an interview.
