Although, almost all the good Engineering Institutes like IITs or IISc etc. would require GATE as an eligibility to enter any of the M.Tech programme but if you are not able to give GATE look for some private or state level Institutes which would take their own entrance examination. You can also try with IIITs; they probably conduct their own Entrance Examination.
As far as Placements are concerned, the good Institutes always try to get best companies on their Campus. However, it would largely depend on your own performance on the programme, and how you use the knowledge earned at the time of placement interviews.

Admissions in a good university for this program depends on your undergrad percentage. Other factors that are involved in the admission process are the GRE score, Letters of Recommendations, Statement of Purpose and IELTS. Some of the top colleges in Canada for MS in electrical engineering are University of Toronto, Mcgill University, University of Alberta and University of British Columbia.

To manage cost, you can either take a loan, or apply for scholarships and bursaries. Only these are the 2 ways through which you have manage your cost. There is 1 more method but for that, you would require a sponsor.
