It depend on university and college cut off also. if you apply through a reserve category then surely you can get seat in govt. college if the selection is based on merit basis. if in which college you want to apply they have entrance test then selection is based on your performance in test.

Every college of IPU have Management quota. But if you have given IPU exam then wait for result and take admission in the college which you get admission in. IPU has internal transfer scheme also. After 1st year you are eligible for that. So go this way instead of wasting money in management quota.
