Depending on the nature and duration of the course one may decide whether it is equivalent to engineering or not. Engineering is a 4 year degree course.

All India Council of Technical Education is a centralised regulatory body which approves engineering and management courses/colleges if they follow the guidelines of the body. MAKAUT (formerly known as WBUT) is the technical state university of west bengal which affiliates engineering and management colleges. You cant draw differences between their nature of work, one is university and other is a regulatory body. The bschools like IEM, etc are under wbut university as well as approved by AICTE. In case of bschools its mandatory to be approved by AICTE even if it doesnot comes under any university.
