Both M.Sc CS & MCA are equally good courses. M.Sc CS students have very good theoretical background of Computer Science subjects whereas MCA students have very good exposure on Computer Applications. Indian IT industry's primarily business and major revenue is from Application Development and Support projects because of which MCA graduates has minor edge over M.Sc graduates. No. No college offers 100% placement. Not even IIT's. There are students who don't want to get placed, as they want to study further. The college guarantees that even if you are half decent in your studies, you will be surely placed. So yeah, its about 100%. But it depends on you as well.

Muzzamil, you will be able to do that as first year syllabus for all engineering streams is same and after first year the syllabus changes and branch specific course start. So, you can take lateral entry in B.Tech 2nd year on basis of your diploma.
Some institutes give admission on basis of LEET exam and some give admission on basis of your marks in diploma.
Some institutes also offer scholarships on basis of your marks in previous qualification.
Check the websites of some institutes for more details.
