If you JEE Mains rank is 47000 in OBC then you get cannot the best IIT even if your CRL rank is 65000, you can't also get into NIT. I am not demotivating you but I have 2 to 3 suggestions for you,
1. Take drop and aim for IIT Bombay and it is achievable if you don't repeat your mistakes. (I will prefer join any online coaching)
2. Go for state level CET exams and go for state level best college.
3. Some private colleges such as Lovely Professional University and etc. accepts low score of JEE Mains also, it is a good option. Go for JAC counselling, state counselling accepting JEE Mains score. I am from Maharashtra, but I know that this y

If you have cleared 12th PCB with 88.8% in 2021 and also passed JEE Mains and NEET 2022, then you should choose NSIT as from the following criteria
1. DTU &get; NSIT &get; IIITD
2. DTU campus is most beautiful and well maintained. Every year around 4-5 crore rupees spent on developing and maintaining campus of DTU.
3. NSIT campus is concentrated in a small area and rest is jungle. Few months ago, a monitor lizard has caught from one of the girls hostel.
4. IIITD has a very small campus, still under construction.

I had a similar situation like this last year and I was just feeling like if I had been able to score 15 more then my rank would have boosted by 1500 to 2000 approximately. So you kind of feel dejected and you feel like on the one hand that you are qualified to be an IITian and on other hand, you think you won't be getting your desired branch or desired IIT. With such a low rank, your brother will hardly get any good A grades in college. Any below avg college will offer him a low-level branch. Or try out in some private colleges in management quota. I suggest your brother to rather prepare for a good college engineering entrance exam. Like SRM, BIT or KIT. To get into some reputed college. Hope it helps.

In the question you have mentioned about SC/ST category. So I will stick to them only. Generally the cut offs for these categories are low as compared to the General category.
Normally COEP and VJTI have close cut offs and both the colleges are good.
Below I have mentioned some of the predicted cutoffs for COEP.
Computer: SC:160-165, ST:150-155
