If you did not fill JEE Mains application form in the OBC category, then the colleges/ branches you will get will be through the Common Merit List (CML) i.e. the General category, then you will not get the benefits of reservation during the time of counselling. However, I would suggest you to drop a mail to the JEE Main support department explaining your situation that you do have the caste Certificate. So, if you belong to OBC NCL category, then after proper online verification the NTA authorities may allow you to change it now and you'll have to produce the original Certificate during counselling.

As your JEE Mains rank is under 65,000 in general category, it is very tough, to get admission in top NIT and pursue B.Tech from it, so you should prepare for it again. But if your aim is just to get admission in NIT no matter which NIT and which branch, then you msy get admission in it. Like you may get NIT Agartala, NIT Jalandhar, NIT Goa, NIT Hamirpur, NIT Mizoram, but not any branch, some branch like chemical engineering, civil engineering, And if your domicile of state of these NIT, then you will get it, otherwise there is tough to get it.

You cannot get admission in any government colleges with 127 marks in NEET you can try for private colleges but you have to pay very heavy amount like 80 Lacs to 1 crores.

DSEU is made by merging of two colleges that were under IPU earlier and talking about placements of these colleges. That were pathetic atleast for one ie. Delhi Tool Engineering but for GB Pant near Okhla it was good. So DSEU is made this year only so no placements record till now.

Give preference to NIT for CSE. Because placements in Mechanical are not satisfactory in any college. However if you are getting ECE or IT in IITs than think about the IITs.

Getting admission in NIT or IIIT is not so easy, it is dream of many students in India, they start preparation from class 11 to get it, even many students prepare after 12th to get admission in NIT or IIIT

You can go for MnC at IIT Patna but I would say you should aim for top IITs with Electrical or ECE.
